Federal court orders legislative election in 2017 with new districts

In a decision issued late Tuesday, a three-judge panel of federal judges ordered the N.C. General Assembly to draw new legislative districts by January¬†2017 and schedule a special election in November. Earlier this year, the panel threw out the current legislative districts¬†as “racial gerrymanders” but allowed the 2016 election to go forward. In Tuesday’s order, the court said an off-year election probably would have lower turnout than a regular legislative contest, but it also would coincide with regularly scheduled municipal elections.
