A bill reforming North Carolina’s Alcoholic Beverage Control system passed its first legislative test earlier this week. The bill emerged from a legislative study commission on the regulation of liquor sales and is an answer to recent controversies at ABC boards in New Hanover and Mecklenburg counties.

The proposal would strip local ABC boards of much of their autonomy.
