The North Carolina House of Representatives passed its more than $19-billion budget over the protests of the state’s teachers’ union. The North Carolina Association of Educators held a rally Tuesday across from the legislature protesting budget cuts.

Gov. Bev Perdue spoke at the rally, saying she’ll protect teachers in the budget fight. Republicans say their budget will not cut any teacher jobs.

Republicans drew five Democrats to their side in passing the budget. It now moves to the Senate, where GOP leaders say they may push to shrink the spending even further.
