North Carolina Democratic Gov. Roy Cooper is out of contention for a possible vice-presidential pick as Kamala Harris has reportedly narrowed down her list to three possible choices to run with her on the Democratic ticket.

According to Bloomberg, Arizona Senator Mark Kelly, Pennsylvania Governor Josh Shapiro, and Minnesota Governor Tim Walz have moved to the top of the list.  

On Monday evening after the Bloomberg story broke, Cooper posted on X that it “wasn’t the right time” for him to be on a national ticket.

Cooper, 67, had been mentioned as a possible choice for Vice President Harris, who is running as the presumptive Democratic nominee after President Joe Biden announced last week that he would not be seeking re-election and endorsed her run in November’s General Election.

He practiced law for 18 years before serving in the North Carolina General Assembly, in both the House and the Senate from 1987-2001, and then served four terms as the state’s attorney general between 2001 and 2017.

Cooper’s name was raised as a possible addition to the Democratic Party presidential ticket not long after the disastrous debate that Biden had with former President and Republican nominee Donald Trump. He is considered moderate in comparison to national Democrats.

John Locke Foundation’s Senior Political Analyst Mitch Kokai told Fox News Digital that Cooper would unlikely overshadow Harris, adding that Democrats would likely see Cooper as a good match for her for multiple reasons.

“First and foremost, Cooper helps bring North Carolina’s 16 electoral votes into play in a way other candidates do not,” Kokai said. “He has won six statewide elections since 2000. That’s an impressive accomplishment for a Democrat in a state that has trended right during the same time period.”

Both he and Harris also worked together while they served as state attorneys general, he in North Carolina and she in California.

“Cooper offers a clear demographic contrast to Harris, and he also presents a calm, sober, constrained personality that might help counter some of the criticism Harris has faced about her interactions with interviewers and the public,” Kokai added.

Term-limited, Cooper has not announced his future career plans, but his name has been mentioned as a possible challenger to Republican US Sen. Thom Tillis when he would be up for re-election in 2026.

Kelly, 60, is seen to be the favorite, according to a poll released Sunday.

Married to Arizona Democrat Rep. Gabby Giffords, the former US Navy pilot and astronaut was sworn into office in December 2020.

But his original ownership in a company may prove to be an issue if he is selected.

In 2012, Kelly co-founded World View, a company whose original vision was to provide space tourism using stratospheric balloons. After the company’s technology grew, its focus shifted to providing remote sensing services to defense, scientific, and commercial customers, with its primary focus providing remote sensing services to the US Department of Defense, according to Fox News Digital.

Shortly after the company started, it received venture capital from Tencent in 2013 and again in 2016. Tencent is a venture capitalist conglomerate in China with close ties to the Chinese Communist Party.

 In 2021, the Wall Street Journal reported that Tencent collected a large amount of data over the years from its mobile app WeChat, the predominant social-media platform in China.

Cooper issued an executive order in January 2023 banning the app, along with TikTok on state-owned mobile devices and computers.

China floated a surveillance balloon over the US in February 2023, which was shot down by a fighter jet off of the South Carolina coast.

A World View spokesperson told Fox Digital that the current leadership believed it was a mistake for the company to accept Chinese investment when it did, and it has safeguards in place to protect it from any involvement from Chinese investors.

Kelly left the company in 2019 to run for office.

Fox News Digital reports that Kelly’s remaining financial interest in the company is secured in a blind trust and that he gave up all of his access, interest, and control of the company when he left.

Like Cooper, Shapiro, 51, was a state representative and attorney general before being elected governor of Pennsylvania in November 2023.

Shapiro has condemned pro-Palestinian protests, including one outside of a Jewish-owned restaurant in Center City Philadelphia and across college campuses.

CNN has come under fire for saying Shapiro’s Jewish faith makes him a “risky pick for VP.”

Walz, 60, was a member of the Army National Guard and served in the US House of Representatives before becoming Minnesota’s governor in January 2019.

He told CNN Sunday that he “would do what was in the best interest of the country,” when asked if he would serve as Harris’ running mate. When pressed again if he would be on the ticket with her, Walz said, “We’ll cross paths when we get there.”

Harris has until Aug. 7 to pick a running mate.
