JLF’s Alternative N.C. Budget Focuses on Savings

RALEIGH — North Carolina state government would boost its savings reserves and set aside more money for infrastructure, while still increasing starting teachers' pay, providing additional tax relief for families, and limiting government spending growth. That's if state lawmakers adopt the recommendations in the John Locke Foundation's 2015-17 alternative General Fund budget. JLF is releasing its plan as the N.C. House of Representatives begins a week of budget debate and votes.

Measuring Charter Schools’ Impact

Some North Carolina charter schools serve students that would qualify as alternative populations. The “alternative” designation would allow more flexibility in testing and assessment, and put them on an equal footing with alternative schools in the non-charter category. Meanwhile, studies of charter school performance in NC and across the country show that after a couple of years in the start-up phase, charters match or even exceed the performance of district-run public schools while spending less money per pupil.
