Study: U.S. Reps Trade Fewer Cheap Shots Than in Past Sessions

RALEIGH — Researchers at the University of Pennsylvania found that when it comes to procedural dialogue, respect is the word. While there are no holds barred when it comes to social media and comments made outside the halls of Congress, inside the chambers there is a positive trend in terms of civility.
