CMS Pay-for-Performance Bill Stirs Criticism

RALEIGH — The bill would authorize Charlotte-Mecklenburg Schools to implement a pilot merit-pay program. But teacher performance would be measured with a slew of new tests that critics say would take valuable class time from students.
