RALEIGH — North Carolina’s criminal code is 55 percent larger than Virginia’s and 38 percent larger than South Carolina’s, and the Tar Heel State has created nearly three dozen new crimes each year over the past six years. A Manhattan Institute scholar detailed harmful impacts of overcriminalization during a speech Monday to the John Locke Foundation's Shaftesbury Society.
