Federal judge to consider sending NC ballot envelope case back to state court

A federal judge has ordered Republican groups and the North Carolina State Board of Elections to explain why he should consider a lawsuit challenging state rules regarding envelopes used for mail-in absentee ballots. An order Monday calls for parties in the case to "show cause" why the lawsuit should remain in federal court.
