Report: Treat Congestion at Source

RALEIGH — Light rail isn't the solution to traffic congestion in the Triangle, according to a new report published by the John Locke Foundation. Instead, there are several immediate, common-sense, and far less-costly solutions available to Triangle leaders, the report says.
