RALEIGH — Senate Bill 129, sponsored by Sen. Tommy Tucker, R-Union, would limit “special indebtedness” incurred through the State Capital Facilities Finance Act to 25 percent of all General Fund debt. It is currently at 40 percent. Because special indebtedness instruments are not backed by the “full faith and credit” of the state, they carry higher interest rates and higher costs than general obligation bonds.
RALEIGH — A bill substantially scaling back the amount of debt the state can assume without voter approval has been sent to Gov. Pat McCrory for signing. On a 115-0 vote the House today approved Senate Bill 129 to limit “special indebtedness” to 25 percent of all General Fund debt.
RALEIGH — Bypassing statewide bond referendums has cost North Carolina taxpayers an estimated $261 million in extra interest payments on state debt since 2005. That’s a key finding in a new John Locke Foundation Spotlight report. JLF is releasing the report as some N.C. legislators push a measure that would limit the amount of nonvoter-approved debt North Carolina could take on in the future.
RALEIGH — Between 2004 and 2009, the state has taken on $3.3 billion in debt from COPs, and the state’s total debt service payments alone will total $685 million next year. House Bill 491 would end the use of COPs by the General Assembly.

As long as North Carolina politicians are never held to account for their misuse of the power to borrow, they’ll keep doing it.
