Judge dismisses federal lawsuit over NC foster care conditions

A federal judge has dismissed a lawsuit challenging conditions in North Carolina’s foster care system. The decision Thursday indicated that eight adults who filed suit on behalf of 13 children did not have close enough relationships with the children to represent them in court.
