JLF’s Terry Stoops rebuts argument that N.C. dropout grants have worked

Terry Stoops, education policy analyst for the John Locke Foundation, explains that there’s no evidence showing that taxpayer-funded statewide school dropout prevention grants have had an impact on North Carolina’s school dropout rate.
