Republicans in the House need to find four Democrats to join their caucus in voting to override Gov. Bev Perdue’s veto of House Bill 2. At the same time, House Republicans are working on a bill to create health benefit exchanges mandated in the law. GOP members say they need to set up the exchanges in case the law goes fully into effect in 2014. The constitutionality of the law likely will be decided by the U.S. Supreme Court.
