Gov. Bev Perdue offered a mixed bag in her state of the state address Monday night. She proposed cutting the state’s corporate income tax to 4.9 percent, a move sure to be popular with Republican legislative leaders. On the other hand, she said she would not reduce her reliance on taxpayer-financed incentives to businesses.

Perdue also proposed a new program offering free two-year degrees for high-performing high school graduates. She did not release details on the proposed cost of that program. Nor did she mention whether the budget proposal she releases later this week would extend the temporary sales tax increase enacted in 2009.
