Gov. Bev Perdue’s $19.9 billion budget relies on an extension of a three-quarter-cent sales tax increase enacted in 2009. Republicans vowed to repeal the tax in last year’s campaign. Perdue’s pledge to cut 3,000 jobs from state payrolls also came under question, as Republicans say that’s the normal rate of attrition in state employment.
