RALEIGH – North Carolina’s General Assembly is moving quickly to pass its nearly $19 billion spending plan. The state Senate is voting on it this week, and the state House will likely sign off on it next month. While Democrats contend the budget is lean and fiscally sound, Republicans say it fails to make essential spending reforms.
