Competing factions help complicate ongoing state and national debates about education reform. That’s the theory organization and management development consultant Paul Slobodian advanced during a presentation Monday to the John Locke Foundation’s Shaftesbury Society.

Slobodian, a trained psychologist, is founder and principal of Pivot Consulting LLC. He has monitored North Carolina’s education reforms since moving to New Bern.
