People in North Carolina and Virginia are getting their first looks at the plans to build so-called high-speed trains from Raleigh to Richmond. The stretch is one leg of the $5.3 billion plan to build line of faster trains from Charlotte to Washington, D.C.

Amtrak would operate the trains, but Amtrak already needs $1 billion in subsidies each year more than the ticket sales it collects to run its current passenger train lines.
