Barnes handicapped the 2016 race and shared highlights from his new biography of former congressman and supply-side tax champion Jack Kemp during a Headliner luncheon speech Tuesday for the John Locke Foundation. He also addressed the upcoming political fight on Capitol Hill over Syrian refugees.
