It’s unlikely Congress will take major steps in the next year to reform the federal tax code or the Affordable Care Act. That’s the assessment from a leader of the National Taxpayers Union.

Brandon Arnold, NTU executive vice president, also analyzed the prospects for a new free trade agreement and other high-profile congressional legislation during a presentation Monday for the John Locke Foundation’s Shaftesbury Society.
