JLF’s Terry Stoops offers his theory for N.C.’s 80 percent public school graduation rate in 2011-12

Dr. Terry Stoops, John Locke Foundation director of research and education studies, offers a theory about a major factor driving North Carolina’s public school graduation rate above 80 percent.
